Is there a system to the DIV ids? Are they static?
I want to do something with Javascript and want to do an effect on a module's div. Are the existing DIV ids in each page static or will they change as the page gets generated every time?

Don't use the module div IDs. It's not good practice. Every module has main container div with unique class name. Please use it for styling.
